Stages of Calls for Tenders for the Mandates given by the NGO

The steps presented below concerning the mandates of the Centre for Scientific Living or the Research and Education Program.

 Implementation stages of the call for tenders

  • Conditions forming a favorable environment for sending invitations to tender in a given area (before November N-1)
    • Theme built quickly by the team of NGOs Resource Center
    • Existing and identified potential stakeholders
    • Availability of monitoring and training teams
    • Functional and defined Calls’ for Tenders communication means
    • Language mastered by the monitoring team (recovering over the competence)
    • Market research summary, list of existing markets
  • * Implementation of Calls for Tenders properly so called (from December N-1 to end of February N)
    • Writing
    • Rereading
    • Dissemination of subjects and themes in a defined host locations (labs, universities, schools)
    • Official dissemination (depending on area)
    • Dissemination to social networks and online forum; writing articles...
    • Information meeting
    • Telephone conversations, getting additional information

  • Observation period (from March X to September X)
    • Meeting with all potential mandataries (emulation, consideration of the creative team concept, social dimension)

    • Observation and monitoring of the Pre-Camps, in the form of case study, for defining the content of a stay
    • Working meeting during the Pre-Camp on the White Paper and the offer potentially provided by the activity of the mandate
    • Pre-Camps review meeting
    • First possible advancements on the Business Plan
    • Quality base procedure (indicators, assessment tools)
    • Visit of a functioning Centre for Scientific Living + Visit meetings (reception, intermediate points, final report)
    • Working meetings on the agreement document content (sector)
    • Telephone or personal meeting with the various thematic officials of the NGO in order to validate each section (need of format validation before its implementation by the internal experts in the NGO of different areas: financial, organizational, educational, NGOs ethics)
  • Mandate signing (+/- September X)
  • Initial Training + Implementation of the first actions (from September N to May N+1)
  • First Actions (from June N+1 to August N+1)
  • End of the initial training and end the mutual testing period (September N+1)
  • Beginning of the further training and the progressive implementation (from September N+1)

 Selection criteria (January, February N)

  • Compatibility with the NGOs objective
  • Development capacity to estimate by our team of developers
  • Skills or desire of their acquisition; training feasible, meeting the needs of candidates
  • Profile of project creators (achievements, failures and reasons)
  • Ability to follow the process listed in the first section
  • Commitment (engagement letter to add in the early stages)
  • Other existing tasks in parallel with the project design, actual ability to have time
  • Will

 Membership criteria, mandate signing (September N)

  • Document writing and identification of needs (resources, training)
  • Attitude towards the year spent together
  • Minimum time commitment (3 years) regarding the return on training time investment (based on profiles)
  • Success in showing the procedures progression of the year (first meeting, assessed filling of the first gaps)
