The Steering Committee (CoDir) has been governed by the NGO’s Statutes since 2018, following several years of operational formation (initially established by joint decision of the General Management and the Presidency). This statutory body of the NGO is a tool that enhances transparency, adaptability, and peer feedback, depending on the topics addressed in CoDir. Its functioning is governed by these Internal Regulations.

- An expert on a particular topic, either external or internal to OSI, may be invited for part of the meeting
External Oversight of CoDir
In addition to the internal oversight provided by peers present alongside Management (CoDir members), Advisors and Leads from the Resource Center, and members of the NGO’s Executive Committee can also review CoDir discussions and the minutes of decisions taken at CoDir meetings (they should go to the CoDir forum, where they can subscribe (email) to receive updates without having to visit regularly).

Prerequisites for Participation in CoDir
- Active involvement in the governance of their Local Group
- Internal recognition through tracking St2 and St3
- External recognition (i.e., the ability to address Steering Committee-level topics)
- Demonstrated ability to uphold and ensure OSI’s core cycles (all pre-camps, post-camps, St2 oversight by Pro Educators, tracking of all stages)
- Capacity for discernment and calm reflection
Criteria for Retaining Membership in CoDir
“The CoDir Charter”
- Ability to separate one’s role as a Leader within OSI from one’s role as a Steering Committee member (the interests and decision criteria for these roles are different)
- Ability to separate one’s role as a Steering Committee member from personal life
- Ability to make decisions even when they may displease a friend within OSI
- Complete confidentiality regarding discussions and decisions within the Steering Committee
Steps to Join CoDir
Use the first year of the CoDir mandate for training and skill development:
- Proactively seek information from other CoDir members on integration into CoDir (meeting formats, decision-making protocols...)
- Learn about current and upcoming projects and issues to be discussed in CoDir
- Have an individual meeting with the DG or the Presidency (both CoDir members) to discuss topics to be raised in CoDir and simulate the types of reflections or decisions that might result
- At the GENEVA FORUM, the new CoDir member:
- assumes complete leadership over an area of the organization
- and receives a co-facilitation mentoring role alongside a current Steering Committee member in an area of policy decisions
- During the first 12 months of involvement in CoDir, the new member primarily focuses on routine management topics (straightforward, non-controversial issues)
- After 12 months, there is full involvement if everything is still running smoothly.
Final Decision Format of CoDir
At least a simple majority, and ideally consensus with an implementation roadmap to avoid superficial consensus or majority-only decisions.
Items Not Included in CoDir Agenda
- Any issue related to daily management at headquarters, which falls under the regular duties of the DG (if a change in DG procedures or the DG itself needs addressing, this should be handled at the GENEVA FORUM)
- Any financial matter (positive or negative) from 0% to 10% of the NGO’s total revenue, managed by the DG and its specific departments as part of routine affairs
- Any financial matter (positive or negative) exceeding 20% of the NGO’s total revenue (handled by other bodies, see Statutes)
- Any matter related to Operations Management, part of the daily work of the Operations Directors
- Any matter relating to Local Group governance meetings, involving all constituent members
- Any topic within the purview of the GENEVA FORUM
Items Included in CoDir Agenda
- Issues that the DG, Resource Center, and Presidency should handle routinely but have overlooked, are simply reminded by CoDir (and the DG/Resource Center/Presidency formally commits to addressing them in CoDir records if indeed they fall within their responsibilities)
- Program Committee (definition and updating of Program objectives)
- Budget oversight for the NGO headquarters (Local Groups and Projects’ budget oversight is managed by the Local Group Operations Director in meetings with the DG, and, if necessary, in Local Group governance meetings)
- Awarding of the Excellence Prize during the GENEVA FORUM and implementation of this award
- Major HR issues (either key positions or multiple people involved)
- Major methodological questions related to the operational management of the NGO and Local Groups only (strategic and developmental methodological questions are handled at the GENEVA FORUM)
- Any financial matter (positive or negative) from 10% to 20% of the NGO’s total revenue, reviewed by CoDir with the support of the DG and Presidency departments, allowing for decision-making through dialogue and executive-level debate
- Any matter involving an individual being put in danger during an activity, or generally any matter of a penal nature, regardless of the Local Group, and any appropriate issue to address preventatively to avoid such problems
- Generally, any executive matter involving many operators that should be handled collectively and is not suitable for a Local Group meeting or the GENEVA FORUM or requires a decision before the next GENEVA FORUM
- Updating or maintaining CoDir operating rules
- Any CoDir member may propose a topic for the CoDir Agenda
